Assuming you mean Xeleyans (which I've noticed you tend to misspell for some reason) then they wouldn't have to talk them into anything. The Xeleyans are members of the Union, which means if the Union is at war with the Kaylon, so are they.
That depends on the nature of the Union. If it's like the United Nations, then each individual member would have to join the war effort individually.
The implication is the Union worlds have a mutual defense pact. After all, the whole reason they overlook the persecution the Moclans practice is because of the Union needs their advanced weapons technology.

Listening to The Orville soundtrack quite a bit, and Debney quotes older Trek music more directly and noticeably than the other composers do most of the time.
