that the Klingon's know about S31?
Where was that shown?

Georgiou said she worked as a ‘security consultant’ and Tyler just said he heard rumours, but those could have been from his memories not Voq’s.

There’s no evidence that the Klingons know about the true S31

Severed heads aren't exactly uncommon in the real world, much less a fantasy one involving a vicious warrior race
Severed baby’s head? That’s different.

However, as I said in another post, I think there is a difference between a severed baby’s head meant to be real (real within the context of the fictional story) and one that ends up being fake within the context of the story.

So I think in this case the baby’s head was fine. Oddly in the case of TyVoq, it would also have been fine even if his head was meant to be real within the context of the story.

I wonder if the black badges in S1E3 were always intended to be S31, or was that a story element they dropped and then turned into S31?

Tyler implies he’s never seen the black badge before only heard about them, but he was on Discovery for months, so either he never ran into them, they left the ship, or they’ve been retconned away.

The creative team was doing what they planned on doing all along

The creative team? The only person who has been there since the start is Alex Kurtzman and he's no mastermind (where's muh Universal Dark Universe?). Other than that it's been a revolving door. Plus then you have the reshoots for the first 5 episodes. Come on, man. Other than broad strokes they're thinking this up as they go along...and it shows.

It's been stated since the very beginning that the purpose of the S1 arc was to bring the Federation from dark times and into the more enlightened times we're familiar with.

Which is precisely what is happening.

So yeah. C'mon man.

People have judged the entire series on way less than a single episode, lol.
