Kate Mulgrew would be interested in a comeback

She should be. She was one of the highest ranked admirals (based upon pips) seen on screen. So, chief of Starfleet Operations seems the most likely explanation.

According to the rank pips, she was at least a Vice Admiral (three pips per bar).

We are talking about something that is 18 years after Nemesis so Janeway is very likely to be retired as well. Maybe that's what the new show could be about. Sisko who did return,Janeway and Picard are all living it up at the Norpin Colony which seems like a retirement community. Someone needs Picard's help so he decides to leave He can't let his son he had with Beverely find out he is about to go on some crazy adventure so he gets. Janeway and Sisko help him break out of the retirement community and cover for him while he is gone. Well that or Janeway retired from Starfleet and ran for public office and is now President of the Federation.

Unlikely. In the 24th century, being a hundred years old (which Kate is nowhere near) is considered the prime of life. Whatever mandatory retirement age is, it's got to be decades beyond that.
