Um, no. Starfleet knows that there is an alternate universe that you access by using the spore-drive. They didn't know that a transporter malfunction in an ion storm can transport you into the other universe, as Lorca told that mirror Stamets and no one from the prime universe. Therefore the only people in Starfleet that need to know about the mirror universe are captains and probably navigators of spore-drive ships. Since the Enterprise has a regular warp drive there is no need for Kirk to know about the mirror universeThat doesn’t really change anything. For me, logic dictates that Kirk should already have been aware of the existence of the MU because it’s something that he as a starship captain should be privy to.

However he had the information of how Kirk and Co. original transferred over, which wasn't because of a Spore Drive.Because Mirror O’Brien certainly found a way, and he didn’t even have the assets of the TE at his disposal.
It wouldn't, but a mirror incursion could still seem like an unlikely possibility. While everyone from the mirror universe were supreme dicks they seemed to be very busy fighting amongst themselves, and with the leader of the Terran insurgence dead and the leader of the Terran Empire abducted and presumed dead the Empire would likely fall into a period of interior clashes and not wanting to invade the prime universe. Also, I'm pretty sure everyone who knows about the prime universe is dead, (with the rebels bombarded and the insurgence and loyal members who knew about the prime universe dying on the Charon) so knowledge about it, let alone knowledge of how to enter it would be extraordinarily rare. Telling every Starfleet captain out there that there is an alternate universe that's a pretty shitty place in which no one knows that the prime universe exist so we need to be ready seems like overkill. I mean, presuming that alternate universes are a prevailing scientific theory starfleet could have already assumed that there was a less morally nice universe out there that doesn't know about us. Literally nothing has changed from that, except we got confirmation that something like that exists definitely instead of likely.So that would preclude the possibility that the Terran Empire couldn’t find their own way into the prime universe by some other means just because PU ships without a spore drive couldnt access theirs?
"Should have" and "actually happen" (in-universe of a fictional world AND in "real life") are but faint acquaintances.I can’t be privy to the rationale behind all the decisions that a fictional organization makes. I can only use logic as a basis for what I see in any particular situation. And logic tells me that Kirk should have been told about the MU by his superiors.
I think there's a point where some of y'all need to accept that DSC's first season unevenness was based on one simple fact:

I actually think most of these were horrible ideas, and the writers who took over after he departed were left holding the bag, trying desperately to execute on something that was, quite frankly, deeply flawed.
But all that's washed out now. Fuller is gone, the arc is over, and we are set with a blank slate to deal with.

I'm not convinced that's at all what this is. There's nothing to suggest they see failings in season 1 to correct. Only that they plan more canon tie-ins for season 2, which they've been saying for ages really.Admitting issues with the first season

Not quite done. Kirk knew about Genesis, Janeway knew about the omega particle, Yesterday's Enterprise Picard knew the Federation was losing. The history of Trek shows that starfleet captains are trusted with classified information..It's simple. Kirk is a captain, not a fleet admiral. Some things are classified and above his pay grade. No need for any convoluted explanations. Done.
Who say anything about informing the entire Federation about the mirror universe, the question is why aren't starship captains being told?The reason given in the show to keep the mirror universe a secret is that the knowledge that alterante versions of deceased loved once are still alive and that people could try to kinda get there.
Well they invented a way to get to warp 10... In the holodeck... Somehow... When things went awry, they invented an antidote to fix it. Then never spoke of it again...That her crew won't reinvent it.
