As of 2016 the USA is 23% nonwhite and 77% White, for Japan to have a 23% nonwhite Japanese population would probably take 200 years, and would be a major cultural shift. Malcolm Reed's parents lived in Malaysia, so there is some established precedent for increasing diversity in Asian countries by the 22nd century. I'd imagine Japan would be in generally a similar state.

It is interesting to speculate about what kind of major event(s) would cause a society like Japan to have such a major cultural shift. In the Star Trek universe it takes a lot of major cultural shifts, aka First Contact for all of humanity to get its act together.
Maybe in theory. I would guess that there would be worlds that are more open or closed than others, regarding allowing non natives to permanently reside on their planet. These places could put up non-official barriers, if not outright official barriers, that would discourage non natives from moving into their world. I doubt the Tellarites would be happy to have a Vulcan or an Andorian move next door and vice versa.I imagine Federation citizenry allows free movements to any world or colony in the Fed.
Assuming that Star Trek Earth is close enough to our real present, a major, global, nuclear war wiping out most of your population and A.I would be a major cultural shift for Japan. A United Earth government might be federalised and allow for cultural differences, but would it pander to local immigration policies based on old racial/ethnic politics? I believe a fictional Japan in the Star trek universe would more diverse than it is now in RL.Sulu, of Japanese heritage, was born in San Francisco, for whatever that's worth.

Yeah I doubt an open border policy would work due to differences in species, logical Vulcans would not allow just anyone to come and live on their planets, without a logical reason for migrating. I bet they are the least diverse humanoid planet in the Federation lol And since Earth is the HQ of the Federation its probably one of the most diverse planets, if it not number one. Consider RL people who follow a religion e.g Christianity how many really follow the teachings of Christ? When I hear US Presidents say 'God bless America', it makes me want to vomit. In the UK our monarchs are automatic heads of the Anglican church, their bishops used to bless the slave ships before they left African ports for the West. As for Sulu the USA has a Japanese diaspora (along with many others) since the 19th century, so no surprise that Sulu is born there.
O.K interesting, although in the novel of the Voyage home, the crew met an American Japanese little boy who was meant to be his ancestor. Too corny for words!True, however, the Japanese have not immigrated in high numbers to the U.S. since the early 20th century, and have integrated to a large degree. IIRC from the last Pew survey I saw it's very rare to find a third-generation Japanese-American who isn't biracial today. Therefore I'd guess Sulu is the descendant of more recent Asian immigrants to San Francisco.
