If you mean the Recreation Deck, that was originally meant to fit into a space directly below and behind the bridge dome, with the windows being in the roof. Apparently the set was actually under construction when the model was changed to omit those windows, so they covered them over with light panels instead, and then added windows to the far wall where similar features had been added to the model. It was a last-minute change that wasn't well thought out, which is why the two side-by-side turbolifts on the recreation deck are EXACTLY the right width and location to match the bridge turbos that are supposed to be directly above them but don't make even a little bit of sense if the room is moved to the rim of the saucer.He did a great many design drawings for the movie showing exactly how the sets fit into the model.
The big auditorium may have been problematic because of the concavity of the saucer underside, IIRC.
Why do starships need crews AT ALL? In Vengeance's case, it seems like more of a liability issue than a practical necessity. You COULD just program it to destroy every ship in a given area that doesn't have the right IFF codes, but then you'd be in real trouble if the AI that runs the weapon system stops receiving your abort commands and goes on an endless killing spree across the known universe while chanting in monotone "This unit must survive!"The joys of a 150~190 million budget.
