It is odd that Bashir wouldn't be aware of the Augment virus, given that he himself is genetically engineered. I would assume he would have extensive knowledge of genetic engineering in human history, especially since it had an impact on Klingons. Of course, any fan could just claim Bashir was playing dumb.
Real life answer is: The writers had not yet made Bashir genetically engineered by the airing of the tribble episode, and the ENTERPRISE episode didn't air until a decade later.

The blur was intentional to try and disguise that the room was all CG, with loads of group shots matted together, not to hide mystery uniforms.It might be that too. But they want to keep people speculating and the blur was very intentional.
So, I guess we'll see.
Hard to tell for sure but the colour is almost an exact match for the concept art I've seen but can't talk about. Wouldn't be surprised if they just chucked in a prototype uniform for variation.or holdovers from the fuller days.
