NBC has two expensive shows in Star Trek and Mission: Impossible and chose the latter.
TOS, while having to be creative with its budget, was not a “cheap” show at its time.

I wonder, could this be a reconfiguration to modify a Constitution-class starship with a Spore Drive? Could the Empire be slightly ahead in some areas because they don't care about safety all that much as seen in the past with them having more NX-class ships and Trip (mirror) having delta radiation scars.

Unlikely to need it. The connie is a warship by design, a heavy cruiser that could outfight other peoples warships 20 years after it was built. She was over powered for the era, a big nasty brawler. It was already more advanced than anything the empire had and way more firepower than needed.

It would make perfect sense in the context of the mirror universe that the Empress' or Emperor's personal flagship have more teeth than the rest of the fleet.
