I always felt as if the Federation of the Star Trek Universe kind of operated, at least economically, as a communist state, and politically as a democratic republic. This is all conjecture as I really do not know for sure. Is there any movie or episode from anywhere in the franchise that explains the politics and economics? I find this topic very interesting.Without knowing how the Federation economy actually works, there's no way to know. Since a number of crew probably don't live on Earth, we would also have to know how other worlds handle missing persons cases. Suffice to say, however, that with a post scarcity society like the one we see in Star Trek, the crew had no trouble finding a place to live.
