The VOY episode "Flashback" gives her a line about how she took three years to make Ensign, so apparently she went the officer route at some point.That was totally Rand. I'm not following your logic there. If she was transporter chief in TMP, why would she only be an ensign by the time of TSFS?Logically, if she was supposed to be Rand, then she should have been an ensign (based on TUC) or some sort of LT (based on Flashback).
The problem with the being Rand, is that if we accept that it is (and given that it's only appearance by GLW that might not be, it makes sense), then they screwed up the uniform as she's wearing a Command Division Commander's uniform, whereas later she wears Science Division uniform and either LTJG or LTCDR insignia (given the greater promence of Rand in Flashback I'd go for the latter). Logically, if she was supposed to be Rand, then she should have been an ensign (based on TUC) or some sort of LT (based on Flashback).
The funny thing is, the Nemesis script actually specifies Shinzon was supposed to have flowing long hair, and the photo of Cadet Picard was meant to have shorter hair. The problem is Tom Hardy didn't have enough time after filming Black Hawk Down (a movie he had to shave his head for) to grow flowing long hair for Nemesis, so Shinzon ended up bald, and by extension so did Cadet Picard.
