Was she sexually assaulting the other Klingon when Harry first met her?
We don't really know if the dude she was laying into at the time was trying to mate, because he could have as easily have been trying to escape like Harry eventually had to?
I've been operating under the conception most of the time that she is a normal Klingon doing normal Klingon things that would not get her into trouble under Klingon law, but what if she isn't normal? What if back home on the Klingon ship, this lady already has a lengthy rap sheet for sex crimes?

Is stealing FREE food flirting? Because that's what the other guy did to start the fight in the mess that Harry broke up. I suppose it's possibly flirting? I used to know a few women who would do stuff like that to get attention.
Of course she also threw Neelix across the room before Harry took hands to her, so if beating up Neelix was a nonsexual act, it's 50/50 as to whether the first guy was her boyfriend or a rando.
Point being, is that she can file sexual assault charges right back at Harry. It's a standoff. He dominated her in public. That's a declaration of intent. Pretty close to their (short version of their) marriage ceremony. Ch'Rega let herself get dominated, because it seemed like there was a future to their relationship, why these two crazy kids in love even talked about having children (Yes they did, watch the tape), therefore it was his insincerity that tricked her into being intimate and planning their long lives together, which is a terrible violation of her trust and sexuality.
In a very real sense Harry Kim killed their many babies by not having sex with Ch'Rega, which is just awful, and has to be a crime.
