I went for TNG best series finale, All Good Things.... It was fantastic.
My 2nd choice would be Voyager's Endgame.

I think the best final scene out of the five, better than WYLB's final scene IMO (which was also strong)
TATV's final scene however works really well as something that wraps up trek, after nearly 40 years, including 18 years continously on TV. With Jonathan Frakes saying "End Program", and the 3 captain voice over, puts that scene in a league of it's own.

AGT has a great story that serves both as a bookend to the series, and a great stand alone episode too. And then it ends with that terrific poker scene as the Enterprise-D sails off into the.....nebula. (or was it sunset? I thought that was A First Full of Datas)
And TOS....... no..... Just no......
Oh man, tough choice. Toss up between All Good Things... and What You Leave Behind. Both were terrific endings to their respective seven year runs. However, I think the writing in All Good Things... was a little tighter and more fulfilling in certain ways than WYLB. (which is ironic considering that Ronald D. Moore and Brannon Braga have stated it took them a year to write Star Trek: Generations, and they wrote All Good Things... on a two week break during their writing duties for Generations..... and, well, we all know how that turned out.)

It all depends on what you want from a finalé in many respects DSN and TNG finalé's are And The Adventure continues....
As for VOY sure they got home, but for me it fell emotional flat, where where the reunions etc... The two-parter before TATV would have been a far more fitting ending for the series.
Certainly better than WYLB's end scene.
To be fair, I don't think many serieses got finales back then, even when they knew it had ended. I think of TUC as the series finale
STAR TREK: The Next Generation had a very strong start & finish, on television. Gene Roddenberry's stamp was all over it. TNG's the best damn STAR TREK ever made ... and "All Good Things" is one of a million reasons why. It's heavy duty stuff ...
How is that any different from the neck sections of previous Enterprises?A direct hit to the fat neck section between the saucer section and lower hull would prevent transport to and from the other sections
