I don't think these are Starfleet issue uniforms. They seem specifically for the Yorktown people. Aside from the odd uniform Kirk was in on the Boutella planet and the grey formal suit in the Yorktown "commander's" office, it's pretty much standard the standard gold/blue/red tunics.

I assume by "braces" he meant "suspenders".
It looks like the costumer has nudged the intensity and tone of the three colors a little more toward the TNG era - a less-bright gold (closer to TOS, really), colder red and slightly greener blue.
