Axanar is a gamechanger... to raise almost 2 Million to produce a 2 hour feature? To pay people a salary, means people are profiting off the project... STC doesn't do that...

They use the command arrowhead, they're shipping IDIC patches as part of their perks rewards, and they're aping Starfleet and Klingon uniforms, ships, equipment, and style, planet names, races, and Star Trek history -- as well as the characters of Garth of Izar, Robert April, Chang, Soval, and Captain Robau, all of which (I am assuming) fall under the legalities of being intellectual property owned by CBS.
Will Lee Erwin and Jerry Sohl receive a character payment for Garth?

Will Lawrence Konner, Mark Rosenthal, Nicholas Meyer and Denny Martin Flinn receive a character payment for Chang?

Yeah, there's a bit of a difference. Though I feel "Kickstarter's" will end up ruining fan films. At some point, CBS will have enough and will enforce their copyright.

I wondered how that works out, with the characters.... shouldn't the writers be compensated for their works? COuldn't they as easily shut down Axanar for using their IP without compensation?

All excellent questions. A professional production would be paying to use someone else creations.
I think CBS would get paid then pay the creators. I wonder what happens if one of those creators come looking for a check?
I can't assume anything about that. I can only look at what they are saying and what I'm seeing. In this case, yes, they don't say "Star Trek" in their title, but they clearly use imagery created for "Star Trek" in their title logo, and that logo is on everything they've released and clearly evokes "Star Trek". So while they don't say "Star Trek" their logo "says" "Star Trek". This is fascinating to watch. Where's that picture of Michael Jackson eating popcorn?

They've done more than that.
Peters made a big deal a few months ago on the Axanar blog about how Axanar would no longer be using the words "Star Trek" in it's title or the promotion of the film, yet there were paid ads on Google and Facebook, the IndieGogo campaign and its accompanying pitch video itself, and the website for the production all still wearing the name "Star Trek" -- ostensibly to gain more visibility, but a clear renegging on Peters' word from a few months ago.
Now that the IndieGoGo campaign is complete, it's all been reverted to just "Axanar" though the pitch video is still clearly marked "Star Trek: Axanar," much as the IndieGoGo campaign had been while it was still going.
Not damning, of course, but still curious when considering the objective of the fourth fundraise for this project was to net more funds.
So it is as good as "City on the Edge of Forever", Star Trek II or "The Best of Both Worlds"?
They can't get any money direct from Axanar because their rights belong to CBS. They might or might not be eligible for a royalty payment from CBS for re-use of their characters depending on what their contract says.
I know they changed Tom Locarno to Tom Paris for Voyager due to rights and royalties issues. There was some talk that Kira on DS9 was supposed to be Ro Laren, but that too was changed.
That's assuming that nothing has changed in Hollywood contract law since the early 00s or so, which was the last time I'd heard any talk about this issue. I know that if the SWG didn't exist that script/story writers would probably be in the same boat as comic book writers: work for hire, with all rights going to the company.
In terms of production quality, absolutely. Better actually. The visual FX, etc are easily Enterprise quality, which far surpassed either of those two episodes.
Story? That's trickier question, involving less technical assessment and more taste. I think it's shaping up to be, though with only one scene from the actual movie the final judgement can't be passed. You could easily wrap a "frame" about future characters in the Prime universe watching Prelude as a documentary and it would fit right in.
