True, but unlike VHS, a blu-ray player will play a DVD. A DVD player can't play a VHS tape. But one also has to look at the market then vs now in terms of TV's. i.e How many TV's did each household have then and now, with BR and more and more houses having more than 1 TV, the DVD player might be pushed down to a 2nd or 3rd TV. So it might make sense to have combi packs of BR & DVD.
Besides the studios/manufactures wanted people to upgrade from VHS to DVD, i.e they could charge more for DVD's, and all those homes without a DVD player compared to all those homes with VHS players. So there was more scope for sales of DVD plaers than VHS players as if you have a VHS player, why buy a new one unless your old one breaks down.

I'll definitely get the TOS movies if they are remastered in 4K.

Yes I believe you are correct, though apparently only because the old one was so ropey. Some decisions about colour timing were a bit controversial as well.
What's the back round on the Trek movies blu rays? I've heard a lot of complaints that they're not up to standard. Did Paramount cheap out? What's the story?

It comes down to a bit of a difference of opinion between Paramount and fans.
The fans want the films treated like classics, with Jaws or Bond style restorations that we can call the best in our collections.
The studio however, knows that the current masters would look better on Blu than DVD anyway, and that we fans will likely buy whatever they release - so they whacked them out.
Whether in the future they will do a full restoration with a 4k scan and branching cuts of the directors versions remains to be seen, but I'm not holding my breath.
The Trek movies Blu-Rays were mastered from the broadcast HD masters made back in the early 2000's that were also used for the special editions (back then the broadcast HD masters were created at 720p; the special effects in the Director's Edition of TMP were created and mastered at 480i). But even back then TWOK was rescanned from the negatives, instead of the positive masters that were created back in the 80's, because Nicholas Meyers was not happy with the condition of the positive master. So TWOK has been rescanned twice: once for DVD and again for the Blu-Ray.
Hopefully not too off-topic...Amazon has the Stardate Collection (TOS and TNG films) for about $62 (which I realize is under $10/movie) and I'm admittedly torn on whether to go for it. I really am hoping the Director's Edition of TMP will make it to Blu eventually, but if that's a serious pipe dream then I don't want to blow a chance to get the set at a decent price...

If the Director's Edition of TMP ever made it to Blu-Ray it would only be as a Stanadard-def transfer as the SFX would need to be remade from the ground up for HD. So your best option for the Director's Edition is the DVD release.
But as far as you question about double-dipping, really, asides from TWOK, the Blu-Rays are just upressed versions of the DVD's quality wise, although TMP and TUC do make their theatrical cut debut on home video on Blu-Ray (although the TMP commentary has an error, since the original plan was to release the theatrical cut using the Director's Edition Color timing, but Paramount went with the incorrectly colored 1979 print, but the commentary mentions that it is the 2000-color timed print that was prepared for the DE).

Regarding TWOK on Blu-ray, the extra SE DVD scene in Engineering that reveals Peter Preston's relationship to Scotty, was at the time of the Blu-ray release said not to be in good enough condition to be scanned in HD. I suspect that's probably a load of flannel as it's exactly the same shite that George Lucas came out with for years as an excuse not to put Star Wars on Blu-ray, but now that he's sold the franchise rights to Disney, we're all getting the original, non Lucas bastardised versions on Blu-ray. I'm not a huge Star Wars fan, but that did make me puddle a bit.
Some sections of TMP on Blu-ray are awful as Paramount didn't bother to clean the negative. Just plain cheap all round. That badly needs a clean up, rescan, and re-release on Blu-ray. Not fussed about seeing the SE on Blu-ray. A second monorail in Kirk's scene with his new Vulcan science officer (Solok?), and a slightly tighter edited film aren't really worth badgering Paramount for IMHO, especially when most of us want them to put their money and time in to DS9.

I actually believe that the DVD's are downrezzed from 1080i masters that were made around 2000 when there still wasn't a set standard resolution for HDTV.

Hard to argue with any of that - I've got the sets and I think that's a fair aummary. Certainly an improvement over DVD.
