Libby was the hot girl's best friend. His buddy got the hot girl, and he got Libby.

In the books Libby works for Starfleet Intelligence. So who knows why she was really dating Harry. He of course did not know this.

Harry and Travis both had girlfriends who worked for Starfleet Intelligence without their knowledge. Both the sort not to dig too deeply or ask questions.

Libby didn't start working for Starfleet Intelligence until after Voyager was declared missing. Before that time, it wouldn't have made any sense for her to be a 'secret agent' assigned to him, since he was just one more anonymous recent Academy graduate.

Dunno about the "game" but, as far as who wins in the dating arena between the three characters, it's Harry Kim by a mile.

He has Libby back home, Lindsey Ballard (sort of?) on Voyager (briefly), that gal from the generational ship that got him into trouble...

All Geordi ever had was Aquiel and his inappropriate Leah Brahms hologram.

And Barclay only had that chick that was conning him for Ferengi, and an off-screen thing with Harkin's sister Hope the school teacher in Voyager.
