I guess one could pull it back but it is part of the penis after all. My foreskin doesn't have much of an overhang though.
I have overhang too, but it's not much. Course my foreskin doesn't actually retract when i'm hard. Oh i could pull it back sure, but it doesn't automatically happen.

Interesting chart, but I take it with a grain of salt like I would ideal breast sizes from men's magazines. Everyone talks about ideal, but when it comes down to the nitty gritty, expectation usually cedes to experience and (hopefully) enjoyment.
I've never seen a foreskin and I never want to see one.
