I would suggest a letter goes to CBS/Paramount mentioning the duration of part 1 and 2 - noting they do not exceed 30 minutes in total - and that this is a pre-existing student film starring George Takei which was being finished as a labour of love as the new rules came in...
I think it is key not to "ask permission" to complete it by the end of the year but to check they have "no objection" to you completing it by the end of the year.

, but I think it would be nice if even the fan films already in progress honor as many of the guidelines as they possibly can without hacking up their work. Sort of a way to show appreciation to CBS/P for being magnanimous, and also that the non-Axanar fandom is willfully cooperative.
