In Punk's logic here, should Cena get a rematch after losing to CM Punk twice? Would Punk really push for Cena getting said rematch?
No he wouldn't be trying to get him a rematch, he'd be trying to get his suspension lifted. In the storyline, Cena threatening to quit persuaded Vince to bring Punk back. In this new context, Punk would threaten something different in order to get Triple H to reinstate Cena (since Punk is playing the anti-hero face, he'd feel that he owes Cena one).
Obviously there would be delays and it would culminate in Triple H wanting to face CM Punk for the WWE Championship. Punk would agree to put the belt on the line, in exchange for Cena's suspension being lifed. However it wouldn't necessarily be a fight for Cena, it would be more a fight for free speech in the WWE.
It would be a complicated but interesting recurring angle. If I was in charge of booking I'd try and create a relationship similar to Magneto and Xavier with Punk and Cena. They would be opposites, but have a level of respect for each other. Both would be faces as a rule, but relative to their characters (Cena remaining popular with his usual fanbase). I could see long term plans for it, with CM Punk battling Triple H whilst Cena feuds with someone like Alberto Del Rio and it coming down to a match at Survivor Series. Which would be as follows...

All in all, I reckon if Steve Austin is healthy enough and willing to compete at Wrestlemania 28, he will do so in a match against CM Punk. That would have the potential to create an ultra card, with a massive main event (Undertaker's Streak Match, Punk vs Austin, WWE Championship Match, World Heavyweight Championship Match and Cena vs Rock)
