I think WWE's Power 25 is a terrible rating system that only takes victories and storyline prominence into account. If you were going to do it fairly, here is how it would stand (I'll do a top 10)...
1) CM Punk
2) John Cena
3) Triple H
4) Rey Mysterio
5) Christian
6) The Miz
7) Randy Orton
8) Alberto Del Rio
= R Truth
10) John Morrison
Those ratings are based on things like prominence, work rate, overness and interest.
R Truth and John Morrison draw at 10th place because they are more or less along the same level of overness, with Truth as heel and Morrison as face. They are both going into Summerslam with a feud thats attracted moderate interest, but they are going on to one of the big four cards.
Alberto Del Rio is more or less biding his time until WWE decides to have him cash in. Del Rio is an excellent worker and is very over as a heel. Furthermore he has a large following in his native Mexico which gauges interest from an international audience. Randy Orton has grown stale in recent months, but he continues to work at a high level, his reactions from the crowd have remained consistent and he continues to work as lead babyface on Smackdown. The Miz is gaining momentum and staying consistent whilst his overall work rate improves, his increasing popularity could lead to a face turn eventually.
If you said last year that Christian would be top heel on Smackdown and World Heavyweight Champion, many people would laugh, including myself. Instead he's continued to grow out of a potential burial (the 48 hour title reign) and become the top heel on Smackdown. Having consistently good matches with anyone has worked in his favour along with his natural charisma and skills in both face and heel roles. Rey Mysterio went from an upper midcarder to WWE Champion (although it only lasted around an hour) in one week. Lately Mysterio has been having stellar matches with everybody and despite losing the WWE Championship to John Cena, he came out looking like a top guy and not just as the underdog that he usually portrays.
Triple H's return has been pretty big. There is a lot of attention on Trips, despite the fact he is in a non wrestling role (for now). His popularity with both younger and older fans of WWE is enormous.
Both John Cena and CM Punk are on equal popularity footing at the moment. Both men are the focus of WWE at the moment and CM Punk has caught up with Cena through overness in the last month or so. CM Punk is at the top firslty because his match work rate is superior to Cena's. Despite both men having excellent matches together (and CM Punk not actually wrestling since), Punk wins because his delivery and skills as a personality (and not just a character) far exceed Cena's in the current storyline.
