Given how the rouge Borg in TNG Descent claimed Lore was a supreme being since he met their goal of being totally artificial life, and how the Borg Queen (unfortunately) showed that the Borg use leaders, as well as perused Data herself. Would they see a T-1000 as being the epitome of their goal of artificial life that can instantaneously adapt?
Just think what a T-1000 Borg King or army of T-1000 drones with Borg shielding could do to the Federation. And after they've led a few to foundry worlds to destroy them, the Borg would presumably adapt to that tactic and destroy all the foundries in the Alpha Quadrant they could find. Not to mention how easy it would be to infiltrate any Federation world with the shape shifting capabilities. You basically have The Dominion plus The Borg, the two greatest threats in Federation history rolled into one.
