Worf under Sisko's Command

I think the writers "loosened" the reigns a little bit with Worf when he joined DS9, there is the matter of him now being in command and not just chief of security which i believe opened up the character a great deal. Although i do love that in the beginning he hounded Odo for how he did his job. But it all let us see more sides to worf other than "Hailing frequencies open" or "Alexander put that down!" He was finally in charge of something instead of being a starship bouncer.

Too add to this, if you don't mind. I think TNG showed Worf the Klingon while DS9 showed Worf the man.
 
I think you are right exodus. As Picard wanted Worf to show his Klingon side even if it could kill Worf. With TNG, they had to show some other race other then the federation members.

With DS9, most of the members that are part of the federation are the humans and that trill called Jadzia or Dax. In fairness, DS9 was not about the federation or the members of the federation. It was non-federation players, with the Klingons with a part in the role that did not need Worf as a leading character to bring them into the fellowship.
