Why was their no resolution to the Garibaldi/Bester story?

As lovely a thought as it is, it would be up to whoever licensed the rights from WB (and possibly Peter David, depending on the contract he wrote the books under), not JMS. I think it's likely that JMS would heartily recommend Peter if he was asked, though. He had nothing but praise for Peter in the script books.

I'd certainly buy it.
