Why was the Genesis Project considered a failure?

The Genesis device inconveniently upset the technological status quo of the "Star Trek Universe" and therefore had to be ignored.

Nothing really changes in "Star Trek."

True, but of course voyager would tinker with similar notions again nearly a century later with the "Omega Directive." Genesis Waves and Omega particles are still fascinating story ideas that deal with experimental technologies and their very far reaching implications.

Beacause Peter Gabriel and Steve Hackett quit and Phil Collins began to use the band as a venue for his schmaltzy AOR ballads.

IFor one thing it was never deployed in the way it was intended. Genesis was supposed to be deployed against a preexisting dead planet. The Genesis torpedo was detonated in the middle of a nebula with not a planet in sight.

For the longest time until recently, I honestly believed that Regula (the moon) is what Genesis came from.
