In terms of the Voyager universe, Q expressed an interest in leaving them stranded. According to KRAD's novel Q & A, as part of a necessary action against the Borg, and yet another test of humanity.
He should have sent them home, and then a year later snapped his fingers and stranded them again.
That would have been an awesome prank.
I think that Q is the kind of being who only helps if he feels for it, if he's in a good mood, if he likes the captain and the crew or if he gets something out of it.
Since Q is not actually evil, more some sort of cynical over-being with a rather low opinions about mortal beings, I'm sure that he can give them a helping hand when he feels for it or create some obstacle for them, when he feels for it.
I think he liked Janeway and the Voyager crew in a way and could give them a helping hand now and then if necessary. But sending them home? No! That would have taken the fun out of it for him. I'm sure that he wanted to see if they could manage it by themselves.
Besides that, as someone pointed out. As the powerful being he is, with the ability of travelling in time, he probably did know that they would make it.
