Because they have actual land set aside for the 'Planet Canada' sets <--- It's a production shortcut for all sci-fi series needing a Forrest planet.How come?

Seriously though - as almost everyone above has mentioned...Money. The U.S. Dollar goes farther and Canada gives A LOT of production rebates to production companies filming up there.
Because the weather is depressing and horrible.Why wouldn't you film in Toronto?
