I guess the gazelle speech is Archer's answer to Kirk's smug 'E Plebnista Speech' that he repeatedly gave to almost every primitive culture with poor English reading comprehension that he runs into in TOS.

In fact, if a candidate went through their whole campaign without one gazelle analogy, the could risk losing the human vote; as was seen during the primaries of 224. For unknown reasons, Andorians also have this tradition and it's been rumored to date back to around the same time, but no one knows why.
