It was the movie Harve Bennett wanted to make as ST V, and again as ST VI. when it was turned down the second time, he left Paramount. The stereotyped cast - who'd be thrown out of work by the recasting of younger actors (ie Takei, Koenig, Nichols), and possibly see the young crew as competitors for their spots at conventions (TNG's cast was already filling some spots) - were quite vocal about their disappointment, and the bad press contributed to some execs to think there was still life in one more ST movie.

It was also incorrectly linked, in tone, to the supposedly-comedic "Police Academy" movies.

Because people pictured 90210 in space. To be fair, the new movie only has a small part of it devoted to the Academy, its not ABOUT the Academy.
