Quite honestly, I preferred the Freiberger version (season 2) of Space:1999 to the pre-Freiberger (season 1) version.
I cannot say the same about Freiberger and Star Trek.
Probably something to do with the fact that of the two series, I like ST's basic premise better.

The scene would have been better if they established that Garth also copies the shapechanged victim's memories, too, making questioning Kirk and Garth impossible to distinguish between the two of them. Then again, Garth would get the code words, too, so maybe he only gets limited memories like long term ones versus short term ones.

Regarding Bobby Justman, as has been said, he was not known as a professional writer. Roddenberry, Black, Coon, and Freiberger were (Lucas I'm not sure about). They may not have been good writers, but they had credits.
So that was a convenient excuse, sort of an implied blame against the studio or network, that was allowed to take root.
A more plausible reason, to me at least, was that Freddy was represented by the same agency, Ashley-Famous, as Gene Roddenberry. The power and influence of agencies back then-and probably still now- was enormous.
I'd be surprised if GR wasn't "persuaded" in some gentle or perhaps not-so-gentle way to take one of his agency's clients. As a favor. Or a bribe. Or a threat.
I shall now return to my favorite conspiracy theory channels in today's politics.
