Based on previous comments and the current state of their careers, I'd say Frakes, Sirtis and Dorn are the most likely, Goldberg is a possiblity, Spiner, McFadden and Burton are relatively unlikely. Mulgrew, Ryan and Meaney are probably the most likely non-TNG cameos for reasons stated above.

I'm guessing, assuming Stewart will not be in it for the long haul, the basic show will be a limited series with Picard and new characters (and probably an Enterprise, CBS are likely to be keen to have the signature ship as the lead in one of these shows) that can then be spun-off into a show about the new peeps if they're a hit.
So I think cameos will be limited, but I can see there being one heavily promoted episode where they bring everyone they can together for at least a brief few scenes.
Mind, I'd also be surprised if it's not Admiral Riker coming to the now out of Starfleet Picard to ask him for help with a thing in the first episode.

Without a doubt, Beverly & Guinan are the two charcters closest to Picard. They make the mist sense.

Don't know what Chief O'Brien has going. If they do Starfleet Academy he would make sense. Archaelogy could mean Vash & Q. Borg could mean Janeway & Seven. Bejorans Kira/Ro. Something with the Changelings Odo. Klingons Worf or Torres. Vulcans Tuvok.

As much as I would love to see any of the crew, the characters I want the most are Q and Guinan. Crusher would be another big one but I think if they didn't get together between Nemesis and then I would be disappointed.
