This is tough, and my answer could change if I thought about it more, but for now I'll go with The Doctor.
 
Bev is my most favourite doctor in ALL of the incarnations of STAR TREK ... combined! As with every STAR TREKian surgeon, her abilities are beyond reason. Her empathy for her patients, though, is what sets her apart. She's deeply concerned about their welfare and I like that about her. Outside of sickbay, I like her smirkyness and - as evidenced in THE BIG GOODBYE, and elsewhere - her fondness for play. After that, let's see. There's ...

I always kinda liked Pulaski and thought her xenophobia regarding Data was an interesting (but wasted) idea to explore

I like all of the doctors to be honest

1 - the EMH
2 - Bashir

I like all of the Doctors except Pulaski. For some reason I couldn't stand her. Bashir's my favorite, though.
 
Off-topic, but with all these "who was your favorite Star Trek X" threads, I'm sorely tempted to make one about service staff. Quark? Neelix? Guinan? Chef?

If the question is “Who is your favorite character?” then the answer for me is McCoy and Bashir.

If the question is “Who would you recommend as CMO?” then the answer depends on the situation.

If the mission is a long-term deep space exploration where resources such as food, water, and manpower are scarce, I would pick the EMH Doctor. In fact, he was initially designed by Dr. Zimmerman for such a mission, so he is the perfect choice for the job.

If the mission is in a combat or humanitarian environment, I would recommend Bashir. If the captain is taking his or her crew to war, I’m sure he or she would want the CMO to have combat experience. Bashir would be a good choice since he lived through the Dominion War.

If the captain and the crew consist of relatively young people, then I would go with McCoy. Not only is McCoy a good doctor, he is a man who has truly lived his life. He can offer the young captain and the crew so much more than just his medical expertise.

If you want someone who can provide non-Homo sapiens/non-Terran perspectives and solutions, then Phlox would be your man. You may not always agree with him, but having him as CMO would be quite an interesting and eye-opening experience for the captain and the crew. Power in diversity.

If the situation requires a doctor who has both medical expertise and experience in managing a relatively large organization, then I would recommend Crusher. When she was away from the Enterprise, she was assigned as head of Starfleet Medical. So if you need someone who has both medical expertise and organizational behavior skills, she is the one to go to.
 
If I were the Enterprise's accountant I'd use Phlox. Most of his remedies involved some alien feces or leeches or worms that's a lot cheaper than chemicals.

But I think I would go with the EMH.

He was designed that way but it's made quite clear that he went way beyond his initial program.
