Not sure about that. When Picard promotes Wesley to full Ensign, he says something along the lines of having all the privileges and responsibilities of that rank.

I disagree. If Frank had no privileges then we would I’m not have seen anybody get the demoted. Hence in voyager when Janeway to demotes Paris. Also rank does have meaning when in day of honor in voyager when Paris says to Torres “you can’t order me out because I out rank you.” That is true Paris did out rank her then. So rank does matter because basically helmsman is defying the chief engineer because he out ranks her
