It's hard to believe that nearly three hundred years later, History wasn't corrected yet. I mean even the deepest state secrets have an expiration date.

That could just be a pure formality, like when people say "don't let the door hit you on your way out" they don't really expect that to happen...

I disagree. If Frank had no privileges then we would I’m not have seen anybody get the demoted. Hence in voyager when Janeway to demotes Paris. Also rank does have meaning when in day of honor in voyager when Paris says to Torres “you can’t order me out because I out rank you.” That is true Paris did out rank her then. So rank does matter because basically helmsman is defying the chief engineer because he out ranks her
