Indeed. In TNG we know that Riker is second in command on Picard's ship at all times. Even though we know that T'Pol is 1st Officer on Archer's ship, the chain of command between Trip and T'Pol only comes into play when Archer is either off the ship or incapacitated. T'Pol never even so much as gives a single order to Trip unless Archer is unable to captain. She comes close once, in the season 3 episode where she tells Trip she could order him to get some sleep, but apparently knowing it wouldn't mean anything, she asks Phlox to help her.Actually, I've always been under the impression that Trip and T'Pol are of equal rank. The fact that she is left in charge when Archer leaves the ship or is incapacitated was more likely based on availability in the early days -- since Trip was generally needed in engineering -- and eventually based on the respect she had earned from the crew.
Trip always spoke to T'Pol as an equal on the job and off, whereas with Archer he was always deferential in their official relationship, and less formal in social situations.
Case in point:
Trip ignores her counsel concerning the cogenitor. Had she been his superior officer she would have made it a direct order and he would have had no choice but to obey or face disciplinary action. I believe she didn't make it a direct order because she didn't have that authority over him.

Confirmed!I think Archer refers to T'Pol as "[his] First Officer" in North Star.
