Who is the scariest Star Trek villian?

Who is the scariest Star Trek villian, or rather a better way to put it: who is the most emotionally disturbing? Who leaves you feeling uncomfortable after their villainous rant? Who makes you sit on the edge of your seat when they're about to do something bad? Who would you run for the hills away from if you lived in the Federation?

(The holodeck in here wasn't my idea, rather an amusing villians list. I'm sorry if I excluded your choice, I'm not very familiar with TAS, ENT, or some of the movies)

I don't think he doesn't care so much as he has the mentality of a small child who doesn't understand how his behavior affects others. He does things because they're convenient for him but is completely unaware of the risk to anyone else.

That's not scary as much as it is bad storytelling. How would someone smuggle a mini-weapon of mass destruction into the Romulan Senate to kill dozens of loyal citizens? A people as paranoid as the Romulans would have searched her up, down, and sideways before letting her through the door.
