Obviously Michael's mother. She completely messed with the timeline that it doesn't even look like Star Trek anymore.

I rule out Q, because he can just fix it with the snap of a finger.

I don't have a singular one and I don't want to think about others, but going by the list, here are my thoughts on one:

McCoy:
Potentially dangerous. Just look at what he did in STIV: TVH when Scotty talked him to easily (like a hot knife threw butter) giving up the transparent aluminum formula. what else could someone talk him into or he talk himself into divulging in the rights circumstances?
 
Lazarus was not a time traveler.

He was from an anti matter based universe that co existed with our own.

You are correct, thanks for pointing that out. He might move up on my list.

In a way it makes the sacrifice of the "sane" Lazarus even more poignant. Instead of becoming focused on saving his own world and everyone he loved, he choose to ensure the safe continuation of two universes.
 
Does Annorax qualify? "...over the next two centuries to restore Kyana Prime. He oversaw the repeated disappearance and restoration of billions of people over thousands of worlds..."
 
Actually what about Discovery and the spore/mycelial network? That messes with everything. Stamets I suppose.
 
What's more dangerous, deliberate tampering, or sheer dumbasshatery? Because in some ways, I feel it's the latter, & then Rassmussen kind of ranks up there, a conman just stumbling around with no agenda beyond profiting, and actually woefully out of his depths, because he never had to know a damn thing to obtain his time travel ability. It's like letting Dennis The Menace get a time machine. The potential for damage there is staggering imho
 
Didn't that businessman from 1996 use a 29th century time machine to accidentally destroy the solar system by travelling into the future leading to Voyager going back in time to stop him in Future's End?
