You can't prove that ST IV's trip into the past, and the taking of the whales (and Gillian), wasn't part of history all along.

As for Rasmussen: What was so bloody dangerous about him? He stole a few things and wanted to get rich off them. Big deal. He never intended to change history, he just wanted to make money.

(Fun fact: There was a rumor that ENT was going to do a prequel to "A Matter of Time" where we learned that Rarsmussen and Archer were roommates at MIT...)

The sheer contempt that Rasmussen had for anyone but himself was scary. He would be just as happy selling advanced tech to the highest bidder with no regard for any type of consequences.

Imagine a terrorist group or rouge leader on Earh with phasers ,a tricorder and advanced medical equipment.

Imagine the advanced medical equipment being reverse engineered and use to save millions of lives. The phasers stun abilities going to police officers and soldiers, the "death beam" feature protecting nations from ballistic missiles.

The tricorders would be a wonder, from information technology to a individual being able to scan what they're about to consume to see if it's safe.

There is no question that, if introduced properly , advanced tech could be beneficial.

Based on Rasmussen's personality though , he would not really care one way or another so long as he made a profit. and this becomes the true danger of time travel and advanced technology. Even with the best of intentions it would be almost impossible to guarantee continued control of future tech and the people who would abuse that tech are far more likely to be able to study and reverse engineer it more quickly as they did not care who might be hurt by their efforts,

And Rasmussen did not have good intentions....

Depends if that was his only motivation. But if addition to money Rasmussen also wanted fame and recognition as a inventor wonder, then simply selling to the highest bidder wouldn't achieve that goal.

Rasmussen could end up like Gerald Bull, instead of the next Bill Gates.

Mudd, in terms of individual kills.
    Nero by total kills.

The medical technology would be beneficial though I suspect they’d make it prohibitively expensive through intentionally keeping it scarce.

The phaser though, you really think modern governments and police forces should have instant evaporation beams? You really think, on balance, those would be used for good, if they came out before we solved our social problems?
