A likely excuse. The picture has been scientifically analysed by hundreds of thousands of horny nerds on the internet and they found that there was a 98.724% probability that it's a little penis. I'm going to trust the judgement of my own kind on this one.
I don't think her music is half as pathetic as some of the people in this thread (and I fucking hate her music).
There seems to be an undue amount of speculation regarding whether Lady Gaga has a penis or not. I wonder if WISHFUL thinking could be a component? Personally, as I've suggested before, I don't care one way or another. I find her to be quite attractive and her music is generally tolerable. The only thing I really find offensive about her is her propensity for wearing outlandish costumes in public (traveling, in airports and such) then recoiling in horror when the paparazzi hound her snapping photys. Makes her seem stupid. Bizarre and outlandish stage costumes are perfect--FOR THE STAGE. When people start wearing them in public and in everyday activities, to me it seems a pathetic cry for attention and when someone wears such getups in "normal" situations and gets loads of attention and WHINES about it, it just seems stupid and nutty.
But whether she has a penis or not is a non-issue as far as I'm concerned. I am unlikely to ever encounter her in person, much less ever find myself in an intimate situation with her. And if that WERE to happen, while I'm not attracted to men, neither am I offended by penises. In fact there is one in particular I'm QUITE attached to. Lady Gaga, while not classically "beautiful" has a gawky appeal and, as I said earlier, a MIGHTY FINE caboose. I would definitely play all kinds of reindeer games with her, penis or not.
Well, they would have penises of similar size, so we should consider them experts.
I saw her on SNL a couple of weeks ago. Definitely has some vocal and songwriting talent and is certainly a Madonna clone both artistically and stylistically. If she can manage to hang around for a while, she might actually expand on the Madonna thing and become something unique.

Okay, I've been doing a little research, watching a few of her music vids and checking out a few photos. And I'm definitely getting a "girl" vibe from her. So, for me at least, even if with penis, she's gonna fall much closer to the "chick-with-a-dick" end of spectrum rather than on the "dude-with-tits" side. A subtle distinction, perhaps, but a very important one!
I think Lady Gaga is absolutely genius.

OTOH, Caster Semenya tried to sit in one camp when her physical condition gave her an advantage over the competition. Actually, I do feel a bit sad for her, that her chosen career doesn't really want her, because there isn't a place for her.

If she didn't wear those weird outfits, I might be attracted to her. But she is just too flashy for my tastes. Sometimes I can't even tell WHAT the hell she looks like.
As for the dick thing - meh. Most people probably assumed she had one because of her stage name, which sounds like something a drag queen would use.
