They all have their specialties. Section 31's relentlessness, the Tal Shiar's manipulability, the Obsidian Order's way of altering the facts, the V'Shar and their protection of higher knowledge, Bajoran Intelligences information gaining and infiltration skills, and Klingon Intelligences "I heard a guy say..." skills (among others). Who do you think is the is the best, when it comes to intelligence, execution, tech, and covering their trails?
 
Like in all things I suspect that they were each very good at some things and could do better in others. i.e

The Obsidian Order was supposed to be very good in it's execution of assignments.

Section 31 was very good at keeping it's existance unknown (at least from most of the Federation)
 
I'll go with Section 31 because it was a slap in the face to the evolved human idealism. Do we hate them? Do we champion them? Just how rogue are they?

Unanswered questions. The antidote to humans = enlightened.
 
The V'Shar is intriguing. What sort of agendas do they have that Vulcan society would not condone?

The Obsidian Order.. you know they are all shits.

The Tal'Shiar.. you know they are all shits.

Klingon Intelligence? Oxymoron?

Bajor secret tea service? Well okay, we know their religious orders are nasty.
 
The Best: Section 31.

Runner-up: The Tal Shiar.

Compared to these two, the Obsidian Order looked pretty incompetent if you really think about it. They failed in preventing the rise of a dissident movement on Cardassia and they were tricked by the Dominion into a Wolf 359-like defeat. Considering that, Garak was probably the best man they had and they managed to exile him.

I don't think Vulcan, Klingon, or Bajoran Intelligence has ever done something worth of note.
 
Project Sign from the Shatnerverse novels. Who are they? They're the guys who steal Section 31's lunch money. They have ships a generation ahead of Starfleet, entirely holographic crews, they wipe the memories of their human operatives leaving no trace of themselves and their leader is....
A sentient plant in a pot, in the ready room, with an ever-changing human holographic avatar.
Top that, other secret organizations.:cool:
 
Section 31, because they're the only ones on that list that actually are top secret. The others are known to their general public.

The supposed free Federation has an organisation that whilst not regulates society as the Obsidian Order does in Cardassia, performs gross acts despite the Federation's benevolence haha..

The key thing to remember about Section 31 is that they aren't really an official agency with the backing of the Federation government. They are a criminal organization who use an interpretation of the thirty-first section of Starfleet's Charter as justification for their crimes. They're really good at covering their tracks and have key people in the Federation government and Starfleet in their back pockets to manipulate as they see fit.
