Where oh where are the Klingons

Where's anyone outside the Federation? For a setting where the Federation is in shambles and tiny, we haven't seen or heard a whole lot about any of the other major organizations. The Orions and the Romulans are the only two that have been touched on so far. The Klingon Empire? The Dominion? The Cardassians? Bajor? Everyone in the Delta Quadrant?

The Borg at least can be presumed to have shrunk significantly or vanished altogether, given their status in "Picard." But it's a bit distracting to see and hear so little about other races that have consistently played a large role in the franchise.

The Dominion's been mentioned on computer graphics. Bajor and Cardassia are Federation members according to behind the scenes sources, and indeed, a Bajoran was seen in season 3, though he was a slave of the Emerald Chain. There was also Culber being turned into a Bajoran in Su'kal's holodeck. Many Cardassians were seen throughout season 3 among the Emerald Chain, assorted planets and there was even a Cardassian Starfleet Captain. And of course, in season 4 the Federation President is part Cardassian, Bajoran and human.
 
We saw at least one Cardassian starfleet officer in Season 3.
I don't recall if there were any background ones in Season 4.
 
Perhaps we have seen them, but their appearance mysteriously changed (again) some time in the past thousand years and so we didn't recognize them.

I think they're trying to make us forget about the Disco Klingons. Giving them back their hair and toning down the new makeup a little bit was the first step in the second season. Having Worf appear in Picard Season 3 looking like a TNG Klingon will be the turning point. And PIC Season 3 is the first time we'll have seen a Klingon in live-action since DSC Season 2.

After that -- speculation on my part only -- I think DSC will show a mix of DSC and TNG Klingons, before phasing out the DSC Klingons entirely. That's my take on how it might go. Or they might just say "Fuck it!" and go with only TNG Klingons, if they show them.
 
Strange New Worlds Season 2 filming
There was an alleged picture of an extra in what looked like TNG inspired Klingon makeup. It has been confirmed that Klingons will be involved in someway that’s connected to M’Benga
 
What I would like is a combination.
Have them use the Klingon make-up and prosthetics from TNG
But have them use (an updated version of) the TOS uniforms and hairstyles.

I can see them doing that. The design sensibility of SNW seems to be: "Take the looks of TNG-VOY and DSC-PIC, then massage them into something more TOS-looking without actually being TOS." A couple of choices I don't agree with but, with about 95% of it, I think they've done a pretty good job of threading the needle and maintaining a very tricky balancing act.

Well, as much as I don't like that ENT arc, DS9 also acknowledged that the difference really existed in-universe despite previous ideas of "just imagine they always had ridges."

Bryan Fuller wanted the Klingons to look more alien.
Neville Page and Glenn Hetrick did the designs under that direction.

Decanonizing ENT episodes would make it not-prime :p
I didn't say anything about decanonizing Enterprise.

I said retcon the forehead explanation, there's a difference.
