Holding back widely anticipated content to foreign markets was already stupid back in the late 90ies:

Doing this in 2022 is commercial suicide. Not only because pirated offers are widely available and at times even more comfortably accessible than their legally licensed counterparts. People who aren’t from the US/Canada will start to believe that the company who is responsible for the delays don’t actually give a shit about foreign markets and their audience.
This will only result in even more people getting annoyed by Paramount‘s distribution policy which will eventually result in even poorer subscription numbers.
It is one thing to decide against a simultaneous worldwide distribution of a major sci-fi show. Not even providing potential audiences with a dependable later release date reminds me of coked up rock stars from the eighties who enjoy cussing at their audience while still expecting them to buy their records.
Paramount+ will obviously fail in foreign markets, partly because of the available competition but also because of their conceited attitude towards their viewers who have been loyal for so many years.
The line must be drawn here! This far, no further…
