After all, it's assumed now that the Denobulans were early members of the UFP if not one of the founding worlds and we never saw a single one until ENTERPRISE premiered in 2001. Just because we don't see a race doesn't mean they haven't always been lurking deep in the background or on other ships and bases since the beginning.
