The woman in Somalia is a classic example of what I'm talking about. And these are the people that would come into the towns. They can't be separated from that. It's like the extreme version of a British football fan, who can't be separated from his team and what (in his mind) it stands for. Or what some Englishmen feel about being English, or what some Americans feel about being American, just on a smaller geographical scale, with blood ties thrown in.
I wasn't thinking of full scale invasion, more a bit of propaganda to begin with. The colonial power puts across to the locals: "My goodness, look at the state of your country! It was much better when we were here, you know. We could be again, for a little while, if you wanted". And then underline how the place will continue to go to Hell if their pride and their tribalism continue to drag them down. There will be some who say no, and they will be the revolutionary types, but with well-utilised media (not government controlled) and an upswing in the standard of living, they wouldn't be able to find a place among the greater population. Powers lost colonies when they stopped giving a shit about them, or ripping them off compared to what they previously had.
I think it would be harder to explain to the powers why they need to do this. To a certain extent, 'white man's guilt' would have to come into it, but also the chance to set things right and, as I said before, profit, just not as much as during the 19th Century. Still, the profit motive will drag people into things they might otherwise abhor.
