It took me 22 years to realize this, but I think Annorax might've been a parody of Trekkies who want the perfect timeline. Even if that weren't the intent (and I don't actually think it was), it retroactively works that way. No matter what Annorax did, he could never get it to 100%.
To my understanding, "Anorak" in the UK (plural: "Annoraks") is a pejorative term accorded nitpicky science fiction fans. Often aimed at Doctor Who viewers, it could apply to anyone under the umbrella of sci-fi/fantasy. It's not the most subtle possible 4th wall joke, but by no means the least. Thankfully the plot and acting keep the viewer from thinking too much into his name and involved in the characters' various plights. Even engendering sympathy for Annorax himself, which isn't an easy task but was a (sometimes overused) trademark of 24th century Trek!
And noting many of VOY's makers were involved in TNG, which features a number of Doctor Who references and/or callbacks ("Argolis Cluster" being my favorite, as well as the family tree showing how all the Doctor incarnations to that point were (both parents, x3 as McCoy's name wasn't on the list that I could tell) for the unfrozen lady's various lineage and should have been on the blu-ray as a bonus feature freeze-frame but oh well... Crusher was gleefully babbling about Cybermen in the classic "11001001"... there's also-- oops, I'm showing my big anorak, aren't I...?)
