What Marvel films are worth seeing?

I wonder if there is any version of the Accords that Rogers would have been party to? (His original affiliation was the United States Army. Rhodey's is still the Air Force.) Is his objection to any controls? Or who he is signing control over to?

His objection is first of all to where the whole concept is leading. He was actually almost on board when Tony gave him the song and dance about there being time to make the Accords better once everyone had calmed down. Then he found out Tony had put Scarlet Witch on house arrest without even telling her and realized that any thought of upholding principles was completely gone, even from Tony's mind, so the whole business was totally untrustworthy.

Of course (and Superman would certainly a parallel) as we've seen: No one has been able to control The Hulk. They don't seem to be doing a very good job with... well anyone else. Iron Man, Captain America, Black Widow. Certainly not Vision. So the Accords are really polite fiction. International PR.

And this was really the second part of Steve's point. It literally isn't possible to achieve the level of control the Accords are aiming for and it arguably wouldn't be a good thing if it was. But it is eminently possible the whole thing could totally destroy the value of such heroes existing in the first place, if, for instance, the watchdogs tell them to stand down when the fate of the world is at stake and the heroes listen.
