Number 2 could have been what they were trying to do but failed. It would make a good audio story or book.

Ehhh. I'm kind of tired of the idea of S31 being responsible for everything. Greg Cox's To Reign in Hell proposed a natural though improbable(?) scenario, while the Vanguard books proposed another possibility I found interesting.

Section 31 is not the cause of everything bad that happens in ST. Writers who have nothing better to do than think up new S31 stories are.
