I'd think that if one gang destroyed another ones' power base and reduced their numbers enough, and then offered them a place in their own gang with sweet words like "warm meals and beds" they'd at least consider it.

So if Neelix was a Kazon, he killed Culluh and took over his Sect (which he used to be a part of) he could potentially conquer and absorb all the Sects together?

A Maje can take over another Majes sect it seems. Nobles in a scuffle. Right of conquest. Kar killed a Maje and expected nothing more than to be shot in the face. You have to earn the right to be worthy of sitting at the big boys table.

Similar rules with the Goul'd as well as feudal Europe throughout the dark ages almost right up tot he first world war. Stalin was a game changer who executed any of his own people, 10's of thousands of prols who had spent even the least amount of time interned by "the enemy" (Or even friends. Dude was crazy.)

Every time this guy changed sides in the Peloponnesian War, that side started winning until he changed sides again. He flipped flopped back and forth between Athens, Persia and Sparta about 4 times.
