According to the novel Articles of the Federation by Keith RA DeCandido, B-4 was handed over to the Daystrom Institute. There, he was the subject of a legal dispute over whether or not he would be considered a sentient lifeform (and, ergo, free and entitled to certain rights) or a piece of Starfleet property. Ironically, Commander Maddux, who had been a proponent of the view that Data was Starfleet property in "The Measure of A Man," ended up being a proponent of viewing B-4 as a sentient individual and Federation citizen (albeit one incapable of caring for himself). The case was decided in B-4's favor.
Ugh, I keep meaning to read that book. I've heard nothing but good things and it just sits on my bookshelf. I'm always about to read it, then I look over and get distracted by Shakespeare, or Burgess, or Huxley...
...not saying KRAD is inferior (KRAD is fantastic), I just always want to "try this one before I do Articles of the Federation".
How about giving him to Julianna Tainer. She was his "mother" and she seemed to be really sad over losing all the prototypes, saying they were like children to her and Dr. Soong.
And yes, she's not the real Julianna, but nobody knows that except Picard and his crew.

B4 became HOT-6 following a gender reassignment encouraged by Picard, who saw the opportunity to recreate the perfect mate. The part of B-4 is now played by Famke Janssen.
the android version of her, was killed off in the novel "Immortal Coil". It's the key element that kicks off the story - her ageing program worked perfectly - and it's also revealed that Data has earlier collected the three inert prototypes from his home planet.
Not canon, of course.
That Data's a regular android Norman Bates! 
I tried reading it and couldn't get through it. All the dialogue felt too Whedon-esque.
For me the last good Trek novel was "Spock's World".

I plan to do something like that with my fan-fic, "Star Trek: Vonnegut". The Federation needs to keep whatever remaining positronic androids Soong & Julianna created (but scrapped for whatever reason), out of nefarious hands, so they've agreed to "allow" B4 to enroll in Starfleet.
B4 has decided to take his father's surname & (like Voyager's holodoctor,) is persuing a "given" or "individual" name in addition to Data's desire to be more human. (A nod to "Hugh of Borg".) In addition, has decided to go into Medicine as a touching tribute to Doctor Crusher & Wesley, some of the best friendships (Data's downloads to B4) recall.
He was dipped in chocolate and then crunch coated.
I'll have to read it.
