Particularly in the TOS era, even in the 23rd century the Barzans had to have been centuries ahead of the Capellans where our heroes were negotiating mining rights.Bottom line is... its not unprecedented.
Some alien species may not be part of the Federation or Warp capable, but still have sufficiently advanced to come in contact with other alien species and learn about the Federation for example or individual members managed to get extracted because they desired it.
I noticed the ship she visited was bigger on the inside..... Seems that 31st Century time pod technology from Enterprise was used here. The seed ship seemed way bigger on the inside.
