3. Silik. John Fleck was born to play this Suliban dickweed.

2. Seska. If Seska had a moustache to twirl, it would be spinning in afterburner speed. Love Martha Hackett.

1. Gul Dukat. The best written and portrayed antagonist in the history of Trek. But that's the thing about the Deep Space 9 station-it's the finest 3-D printer in the Alpha Quadrant.
 
Khan because it's Khan.

Gul Dukat because he thinks he's a good guy in all this.

Lore. I was going to go for Locutus because he is so iconic but we've all seen what Data could do if he's a bit wonky in the head. Lore is Data unleashed. Pure "I can do whatever the **** I want" type of android. Plus he's an evil twin brother and that's so 80's TV.

So Damar and Edward Jellico are considered villains? I absolutely hate Jellico but saying he is a villain is a stretch. A douchebag would be enough.

About Damar, I get why he is nominated. After all, he wantonly killed Ziyal and I cannot forgive him for that. But if it wasn't for that heinous crime, I'd say he's a decent guy. He was not egotistical, evil and hungry for power like Dukat, he was just a patriot who always tried to do the best he could to fight for Cardassia, especially during the Dominion occupation. Sure, I don't side with the Cardassians because of what they did to Bajor but it's hard to blame him for being a loyal Cardassian. And he helped the Federation in a massive way by the end of the series. So yeah, he's a "semi-villain" imo.

Damar was complex, and may have had a sort of redemption, but he was definitely villainous through most of his existence on DS9.
 
Obligatory "I'm not sure I'd call all of these villains or even antagonist, much less recurring" Statement.

On topic:

1.Dukat. No other Star Trek villain, in my opinion, is this well written and rounded. Though the end where he goes insane was a bit "ehh...."
2.Kai Winn. I hate her. I hate her voice, I hate her stupid hat, I hate the things she says and does and that's how you know she's a good villain. Though I wish they would have given her at least one redeemable characteristic. Like why didn't we hear more about her supposedly helping others during the Occupation (that bit about her selling jewels from the temple to buy food for starving children, or whatever that was)
3.Damar, well, in my opinion he's still better than the other characters left in the list.

I counted two-parters as "recurring" to add more variety.

On topic:
