What alien race had the silliest outfits?

Many are silly, but are usually at least more interesting than most of what people put on themselves in real life, so I have no complaints. Weren't there two scuba-masks-as-hats cultures? Capella and Yonada? That's (endearingly) ridiculous....

No, the Capellans wore tight hoods with holes through the top to pull their long hair through, because they didn't have rubber bands for proper ponytails. And tights with furred jackboots. And capes.

We've made it this far without mentioning the skants?

...oh wait, did we ever see an alien wearing one?

"The Way To Eden"

Somehow I find those Eden outfits less silly than the skant, simply because that's what hippies are supposed to look like. It just doesn't seem silly if you expect silliness.

IMHO, a uniform is only silly if it doesn't fit the situation - and I find it impossible to believe that any decent Starfleet officer would walk around in something as undignified as a skant. It'd be like the CEO of a Fortune 500 company showing up at a board meeting in a bathrobe, or a football player dressed like a Teletubby.

Or a spaceship crew using standard business suits as normal work attire. Wait, they did that in Gattaca, didn't they? Thus proving my point.

If I were an exotic alien getting diplomatic overtures from the federation, I'd give serious thought to just how ridiculously I could dress and claim it was formal attire, just to test how far "being diplomatic" goes.

Now imagining first contact with Betazed... and nudity for formal occasions...

Unequivocally, hands down, without a doubt, bar none, this definitionless guy & his nullo mankini

^I had thought about mentioning the Edo, but couldn't let the lack of mention of the skants persist for so long. :p

Thanks a lot, Mojochi, I had not only temporarily forgotten about that hideous thing, but thanks to old TV's and analogue broadcasts, I was unable to see what I just saw in the crotch area.

That edo outfit wins the prize, yes.

Though I must add that at least that outfit had some relevance to the plot (in portraying them as a child-like species on a pastoral planet), even if it was an extremely awkward, downright painful, attempt at vizualization.
